Tiffany would probably not discount their jewelry or anything else they sell as it would "cheapen" the brand. There are no Tiffany outlets either for reasons stated in the previous sentence. Tiffany goes after anyone caught marking down anything with Tiffanies name on it.

If you just have to have something by Tiffany, why not haunt local auctions or estate sales? My wife and do get Tiffany goods on occasion.

Or else save your money.
